Richard Clark Acknowledged for Being Named Emergency Manager of the Year

At its Sept. 25, 2018, administrative meeting, the Bernalillo County Board of Commissioners thanked Richard Clark for his accomplished years of service to our community as emergency manager of Bernalillo County and congratulated him for being named Emergency Manager of the Year by the New Mexico Department of Homeland Security & Emergency Management.

Clark has developed his expertise to become today’s standard of emergency manager. His knowledge in planning, response operations, training, finance and administration is invaluable to the safety of Bernalillo County. Clark also possesses a unique ability to work with changing political leadership for the betterment of our community.

As emergency manager, Clark has directed his office to respond to numerous emergencies and natural disasters within Bernalillo County and in neighboring jurisdictions. Just recently, he was instrumental in providing situational assessment during the floods in Belen.

Clark’s motivation, innovation and creativity with limited resources, and his skill in finding unique and unconventional solutions, are some of his many attributes. He is able to empower local communities to prepare for, protect against and respond to natural disasters and terrorist events in diverse partnerships, involving our whole community in emergency planning efforts.

As one of his many achievements, Clark continues to engage federal, state and local agencies, as well as nongovernmental partners, to ensure the safety of the International Balloon Fiesta, where he excellently provides resource coordination and operational support for all stakeholders.
