Health And Public Safety

The Public Health and Safety Division provides support to the county and its residents through the management of numerous services.

Emergency Management

The purpose of the County office of Homeland Security and Emergency Management is to coordinate the effort of all county agencies, through the use of Emergency Support Functions (ESFs), county employees, private citizens and all other nongovernmental agencies in the planning, training and exercise of Emergency Operation plans and associated annexes, for any emergency which endangers the lives and property of the citizens of the county.

It shall be the duty of such organization to coordinate and develop contingency plans for the effective employment of county resources to protect the lives and health of the citizens of the county, and the private and public property therein, from the effects of natural, technological or man-caused disasters, including acts of war; and to coordinate the implementation of such contingency plans during any period of emergency.

Youth Services Center

The Youth Services Center, or YSC, is a 78-bed secure juvenile detention center in which we are responsible for detaining youth from the ages of 11 to 18 that are alleged to have committed a delinquent act and are deemed a threat to public safety. YSC is a pre-adjudication facility, meaning youth are detained while their court case moves through the system and once adjudicated, they leave our facility.

We also operate a Community Custody Program and a Children’s Community Mental Health Clinic.

Addiction and Treatment Services

The Department of Addiction Treatment Services provides a multitude of addiction treatment services to residents of Bernalillo County at no cost. The department is fully grant-funded and costs the taxpayers & County nothing to operate. Services provided include:

Prevention: Through contract, the department funds addiction prevention work at local elementary, middle, and high schools. The department also partners with the University of New Mexico athletics department on a national prevention campaign.

Detoxification: Immediate ‘on demand’ detox crisis and stabilization services are provided twenty-four hours per day, three hundred and sixty-five days a year. Partnerships with local area hospitals and law enforcement agencies allow for true emergency room and jail diversions.

Treatment: The department provides court ordered addiction treatment programming to inmates incarcerated in the Metropolitan Detention Center (MDC). Through contract, the department funds outpatient treatment services to support areas of treatment not traditionally covered by Medicaid. The department also provides post-treatment transitional living services, stabilizing issues peripheral to addiction.

Enforcement: Through contract with law enforcement, the department funds DWI check points, saturation patrols, and underage drinking initiatives.

Behavioral Health

The Behavioral Health Department provides a multitude of mental health and addiction treatment services to residents of Bernalillo County. Services are contracted through local providers and are intended to provide a safety net for non-Medicaid reimbursable services. These services include:

Crisis Services: Contracts are intended to improve response to individuals in a behavioral health crisis and link them to appropriate stabilization and recovery services. These services will assist in minimizing involvement of these individuals with the criminal justice system.

Prevention/Intervention/Harm Reduction: Contracts are intended to prevent substance abuse and psychiatric distress through early identification, intervention, and treatment. These services will assist in reducing the escalation of behavioral health conditions before they reach crisis status and the need for crisis care.

Community Supports: Contracts are intended to Improve services in the community to continually stabilize individuals over time. These services will support holes in the treatment continuum and ensure that services rendered are meeting the intended needs of the population.

Housing: Contracts are intended to ensure that individuals with behavioral health concerns are able to secure and maintain suitable housing that meets their needs. These services will support a housing continuum for individuals with behavioral health conditions.

Emergency Communications

The mission of Emergency Communications Department is to enhance the quality of life by handling all Enhanced 9-1-1 (landlines/wireless) and other non- emergency calls for service: dispatching necessary emergency services in a prompt, courteous, professional and correct manner 24/7, 365 days a year.

We strive to save lives, protect property, stop crimes, and prevent major fire loss while maintaining accurate information for our user agencies through law, fire and emergency services dispatching.

The Emergency Communications Department will accomplish our goals by actively increasing our depth and breadth of knowledge of County services/procedures/policies; and by upholding the mission of the Bernalillo County government to provide services to promote the welfare and safety of the public and field personnel.

Services include:

• The Emergency Communications Department’s Emergency Communication Operators are certified through the State of New Mexico and International Academy of Emergency Dispatch to receive 9-1-1 and non-emergency calls for service, dispatch law enforcement, medical service support and fire/rescue response to the citizens in unincorporated Bernalillo County.

Animal Care Services

The Animal Care Services Department is responsible for protecting citizens and animals by effectively enforcing ordinances as they pertain to animal care, public health, safety and welfare. Animal Care also operates an animal shelter for the housing and disposition of stray and owner relinquished animals within Bernalillo County.

Fire and Rescue

The department was established on Sept. 15, 1958, and has grown from a single station department to a fully paid, 12-district department that staffs an average of four to seven paid personnel per station, twenty four hours a day, seven days a week. The stations are covered by a combination of fire and medical personnel, 24/7, 365 days a year. The shifts consist of 24 hours on and 48 hours off. There are a total of 249 firefighters with 209 of them being sworn positions. The positions rank from firefighter up to Fire Chief. There are ten civilian administrative positions.

On average, BCFD runs over 17,000 calls a calendar year, which continues to increase every year by about 4 percent. Of the 17,221 calls run in the year 2015, 14,221 or approximately 83 percent, were Emergency Medical Services (EMS) calls; and, 3000 runs, or approximately 17 percent, were fire calls. ​

Every district is covered by an engine or truck company and nine districts house a rescue unit. All stations and fire districts are staffed at the ALS (Advanced Life Support) level. Each firefighter has medical training and must be licensed in either the EMT-Basic, Intermediate or Paramedic level.
