Planning & Development Services

The Planning Section is responsible for a wide range of short and long-term development functions, including administration of land use ordinances (i.e. subdivision, zoning and impact fees), and drafting plans, studies and ordinances.

The Planning Department processes all current land use cases (zone changes/Special Use Permits, master plans, plan amendments, sector plans) for the County.

In June 2018 the Bernalillo County Board of County Commissioners adopted the East Route 66 Sector Development Plan. This plan created a new, optional property zoning to allow specific commercial uses along Route 66 that provide services for East Mountain residents and for tourists driving along the historic Mother Road.

The original plan included only the eastern two miles of the roadway, from Dressage Road east to the County Line. Based on the success of that effort, Bernalillo County is considering extending the boundary of the sector development plan west to the Tijeras village limits to include more properties.

This update will explore opportunities for economic development, multimodal transportation, natural resource conservation, and cultural appreciation along Route 66 in the East Mountains.

This plan will rely on public involvement to determine which properties and which uses make the most sense for East Route 66. Please consider filling out our online survey or attending a public meeting.

Online Survey

The original plan established a new, optional zoning category called “SD-E66-CC,” which allowed for certain uses found in the County’s existing R-1, O-1, and C-1 zoning categories, as well as some uses specific to this corridor. You may find all of these uses listed here. We want to ensure that these uses are still appropriate for the extended corridor.

Please complete this short online survey regarding zoning and land use along the corridor. The survey closes on February 18.

Public Meetings

The County held a public kickoff meeting on Thursday, Dec. 12, 2019. The public is invited to participate in future meetings to discuss the plan:

  • Thursday, Jan. 30, 2020. Public workshop to discuss zoning and allowable land uses. The meeting will take place from 6-8 p.m. in the Los Vecinos Community Center in Tijeras.
  • Thursday, Feb. 20, 2020. Public workshop to review the draft plan. The meeting will take place from 6-8 p.m. in the Los Vecinos Community Center in Tijeras.
  • Wednesday, May 6, 2020. County Planning Commission hearing to review the plan. If adopted, the plan will go to the Board of County Commissioners for review. The meeting will take place at 9 a.m. in the Vincent E. Griego Chambers in One Civic Plaza in Downtown Albuquerque.
  • Tuesday, June 9, 2020. Board of County Commissioners hearing to review the plan and vote to adopt. The meeting will take place at 3 p.m. in the Vincent E. Griego Chambers in One Civic Plaza in Downtown Albuquerque.
