Project Overview

Western Albuquerque Land Holdings has been seeking approval of a Planned Communities Master Plan called the ‘Santolina Master Plan’ in southwestern Bernalillo County.

The plan area is approximately 13,700 acres, and is generally bound by Interstate 40 to the north, 118th Street and the escarpment open space to the east, the Pajarito Mesa to the south, and the escarpment area adjacent to the Rio Puerco Valley on the west. 

Along with access from I-40, the property is can be reached from several existing roadways, including Central Avenue, Dennis Chavez Boulevard, Atrisco Vista Boulevard, and 118th Street.

In June, 2015, the Bernalillo County Board of Commissioners adopted the Santolina Level A Master Plan for the entire 13,700-acre property.

The request for approval of the more specific Santolina Level B Master plan for a 4,243-acre portion of the property was submitted in January, 2016, and is currently under review by county staff and other agencies.

County staff and other agencies are responsible for reviewing the Santolina Master Plan, paying particular attention to its overall compliance with the Albuquerque/Bernalillo County Comprehensive Plan and the Planned Communities Criteria

Santolina Level B Master Plan Submitted

On Jan. 25, 2016, the Santolina Level B Master Plan was submitted to Bernalillo County's Planning and Development Services Department. The Santolina Level B Master Plan is currently under review by Bernalillo County staff and other agencies as part of a public hearing process. The plan will be considered by the County Planning Commission at its March 2, 2016 public hearing.

The Board of County Commissioners must consider and approve the Level B Master Plan in the public hearing process.

The Level B Master Plan review is the second of three steps of the approval process before the property can be developed, and includes more detailed information on a portion of the Santolina property, which encompasses 4,243.1 acres in the easterly and westerly portions of the site.

The Santolina Level B plan continues to refine the vision for the property and includes more specific information on land use, zoning, transportation, environment and open space, utility infrastructure and services, and government and public services. The submitted plan states the development will house 23,178 residents with accompanying commercial, industrial, and recreational areas.

According to submitted documents, Santolina on the whole is a 13,851-acre master planned community designed for the West Mesa of Albuquerque and Bernalillo County, to be developed over the next 40 to 50 years. The Santolina Level A Master Plan, which is the conceptual plan for the entire community, was approved by the Bernalillo County Board of Commissioners on June 16, 2015, along with planned community zoning for Santolina. The adopted plan indicates that at the time of full build-out, Santolina will have a maximum of 38,045 dwelling units with a variety of housing types, parks, and open space; an appropriate transportation network; and a variety of employment, educational, and recreational activities. Submittals of the Level A Master Plan indicate that approximately 75,000 jobs would be created; the Level B Master Plan submittals state that 31,457 jobs will be created within the Level B development area. 

The associated Santolina Level A development agreement was approved by the Board of County Commissioners on June 24, 2015, and recorded in Bernalillo County on Aug. 21, 2015 to codify the plan elements and financial responsibilities for Santolina's development.

Santolina Level B Master Plan - Documents/Background

On Jan. 25, 2016, the Santolina Level B Master Plan was submitted to Bernalillo County's Planning and Development Services Department. The Santolina Level B Master Plan is currently under review by Bernalillo County staff and other agencies as part of a public hearing process. The plan was considered by the County Planning Commission at its March 2, 2016 public hearing; and a series of special hearings were scheduled based on topic. 

At the January 4, 2017 public hearing, the County Planning Commission recommended to the Board of County Commissioners approval of the Santolina Level B.I Plan. Here is the Notification of Decision and here is the Staff Report compiled in advance of the Jan. 4 hearing.
